at least two (2) votes per country to include GOV and Non-GOV
organisations.

in Venezuela presented by Luis G. Inciarte S., Secretary
General of ONSA.

Due the promotion done by the Venezuelan delegates about the
presentation, in both opportunities the room was full attended.
Much interest was showned during the Q?/ session.

Discussion Forums about:
(i) How can goverment agencies and SAR organizations work together
for optimum SAR management?; (ii) How best can we achive toward
better SAR assets?; (iii) What management processes should be
put in place for optimum management and development of new growing
organisations?; (iv) What can be done to reduce lost of lives
in incidents?; (v) What ca be done to ensure that all these
activities are conducted in a safe and effective manner?; (vi)
What do need to put in place to achive Training and Development
personnel?; (vii) What can be done to ensure that this happens?;
(viii) How can SAR be funded and how important is our public
profile to achive this?; (ix) What do we need to do to provide
for the physical and mental well being of both casualties and
crews?

Venezuela
voted for the Convention option of "One vote per registered
ILF member" wich was the one approved by 37 of the 42 delegations.
The Assembly also voted 31 of 42 to adopt an Interim Council
of 14 members. Finally Rolf Westerström, delegate of Sweden
was elected as the Council Chairman.
